I'd like to have the ability to increase the download bandwidth (boost or priority) by file and/or by tag.

For example, I have a queue with a file that I wish to have more bandwidth than other files. Therefore I want to increase the file priority and provide a bandwidth boost.
I may also have a group of file that I want to download faster. I'd like to boost bandwidth by tag.

This is not by download rank (aka "rank"), but actually modifies the speed limit of a file or group of files.

So, this version is actually slower than the first version? Thats odd, if so... it was meant to speed it up. Anyway, I can fix that bug, at least.

yeah your right.....through posting in your site it can add bandwidth into your site.
